Many lives were lost in 2020 to COVID-19, including D.C. Circuit Senior Judge Stephen Williams on August 8. The Judge’s clerks remember him as a “giant of administrative law”, and one of the longest-serving judges on the D.C. Circuit. President Ronald Reagan named Stephen to the court in 1983, and although he took senior status in 2001, he continued to hear cases on the court until his death. He had taught at the University of Colorado School of law, and was the author of several books and law review articles. Stephen heard some of America’s highest-stakes cases during his tenure, and educated an entire generation of appellate advocates who appeared in his courtroom or served as his clerks.
